Let’s get moving and put America back to work.
Hello, everybody. All right. Thank you so much, everybody. Please, have a seat on this beautiful day. It is good to see all these construction workers out.
Of all the industries hammered by the economic downturn, construction has been among the hardest hit. Since the housing bubble burst, millions of construction workers have had to look for a job. So today, I’m joining many of these workers to say that it makes absolutely no sense when there’s so much work to be done that they’re not doing the work. Not when there are so many roads and bridges and runways waiting to be repaired and waiting to be rebuilt.
One of these potential projects is behind me, just a few miles from the Capitol Building. It’s the Key Bridge, one of the five major bridges that connect the Commonwealth of Virginia to Washington, D.C. Two of these five bridges are rated “structurally deficient,” which is a fancy way of saying that you can drive on them but they need repair. Nearly 120,000 vehicles cross these two bridges every single day, carrying hundreds of thousands of commuters and families and children.
They are deficient roads, and there are deficient bridges like this all across the country. Our highways are clogged with traffic. Our railroads are no longer the fastest and most efficient in the world. Our air traffic congestion is the worst in the world. And we’ve got to do something about this, because our businesses and our entire economy are already paying for it.
Give you an example. Last month, I visited a bridge in Cincinnati on one of the busiest trucking routes in America. More than 150,000 vehicles cross it every single day. But it is so outdated that it’s been labeled functionally obsolete. It worked fine when it opened 50 years ago. But today, it handles twice the traffic it was designed for, and it causes mile-long backups. That means that big shipping companies like UPS or FedEx are tempted to change routes, but it turns out that would cost them even more to take the long way. So their trucks, their vans, are just sitting there, bleeding money, bleeding time.
Smaller businesses, they don’t have a choice. They have to go across these bridges. When a major bridge that connects Kentucky and Indiana was recently closed for safety reasons, one small business owner whose shop is nearby watched his sales fall 40 percent in just two weeks. Farmers, they can lose five cents a bushel when a rural bridge closes.
So all told, our aging transportation infrastructure costs American businesses and families about $130 billion a year. That’s a tax on our businesses; that’s a tax on our consumers. It is coming out of your pocket. It’s a drag on our overall economy. And if we don’t act now, it could cost America hundreds of billions of dollars and hundreds of thousands of jobs by the end of the decade.
So you’re paying already for these substandard bridges. You’re paying for these substandard roads. You could be paying to make sure that workers were rebuilding these roads and you would save money in the long term if you did. I’m speaking to all the American people right now.
Building a world-class transportation system is one of the reasons that America became an economic superpower in the first place. Today, as a share of our economy, Europe invests more than twice what we do in infrastructure; China, more than four times as much.
Think about that. Europe invests, as a percentage of its overall economy, twice as much in roads and bridges and airports and ports; China, four times as much. How do we sit back and watch China and Europe build the best bridges and high-speed railroads and gleaming new airports, and we’re doing nothing? At a time when we’ve got more than a million unemployed construction workers who could build them right here in America right now?
We’re better than that. We are smarter than that. We’ve just got to get folks in Congress to share the same sense of national urgency that mayors and governors and the American people do all across the country. I’ve got to say, we’ve got some members of Congress here who get it.
Amy Klobuchar, from Minnesota, she gets it. She’s seen a bridge fall apart in her state. Senator Whitehouse from Rhode Island, he gets it. Congressman Larson from Connecticut gets it. I know the mayor of Washington, D.C., gets it. But we’ve got to have everybody on Capitol Hill get it.
Last month, Republicans in the Senate blocked a jobs bill that would have meant hundreds of thousands of private sector construction jobs repairing bridges like this one. It was the kind of idea that, in the past at least, both parties have voted for, both parties have supported. It was supported by the overwhelming majority of the American people. It was paid for. And yet, they said no.
The truth is, the only way we can attack our economic challenges on the scale that’s needed is with bold action by Congress. They hold the purse strings. It’s the only way we’re going to put hundreds of thousands of people back to work right now not five years from now, not 10 years from now, but right now. It’s the only way that we’re going to rebuild an economy that’s not based on financial bubbles, but on hard work - on building and making things right here in the United States of America.
That’s the deal that every American is looking for that we have an economy where everybody who works hard has the chance to get ahead; where the middle class regains some sense of security that has been slipping away for over a decade now.
So that’s why I’m going to keep on pushing these senators and some members of the House of Representatives to vote on common-sense, paid-for jobs proposals. In the meantime, while I’m waiting for them to act, we’re going to go ahead and do what we can do to help the American people find jobs.
We’re not going to wait for them and do nothing. I’ve said that I’ll do everything in my power to act on behalf of the American people with or without Congress.
We can’t wait for Congress to do its job. If they won’t act, I will. And that’s why today, I’m announcing that we are actually going to expedite loans and competitive grants for new projects all across the country that will create thousands of new jobs for workers like these.
If there’s money already in the pipeline, we want to get it out faster. And this comes on the heels of our recent efforts to cut red tape and launch several existing projects faster and more efficiently. See, construction workers, they want to do their jobs. We need Congress to do theirs.
But here’s the good news: Congress has another chance. They already voted once against this thing; they’ve got another chance. This week, they’ve got another chance to vote for a jobs bill that will help private sector companies put hundreds of thousands of construction workers back on the job rebuilding our roads, our airports, our bridges and our transit systems.
And this bill, by the way, is one that will begin to reform the way we do projects like this. No more earmarks. No more bridges to nowhere. We’re going to stop the picking of projects based on political gain, and start picking them based on two criteria: how badly they’re needed out there, and how much good they’ll do for our economy. And by the way, that’s an idea that’s an idea that came from the good work of a Texas Republican and a Massachusetts Democrat, because infrastructure shouldn’t be a partisan issue.
My Secretary of Transportation, who is here, Ray LaHood, a great man from Peoria he’s the pride of Peoria he spent a long time in Congress. He’s a Republican, member of my Cabinet. He knows how badly we need to act on this issue. The other members of Congress here, they understand that this is important to their states. I can’t imagine that Speaker Boehner wants to represent a state where nearly one in four bridges is classified as substandard. I’m sure that the Speaker of the House would want to have bridges and roads in his state that are up to par.
When the Senate Republican Leader Mitch McConnell visited that closed bridge in Kentucky that I was talking about, he admitted, look, “roads and bridges are not partisan in Washington.” That’s a quote from him. Paul Ryan, the Republican in charge of the budget process, recently said, “You can’t deny that infrastructure does create jobs.” Okay, so if the Speaker of the House, the Republican Leader in the Senate, all the Democrats all say that this is important to do, why aren’t we doing it? What’s holding us back? Let’s get moving and put America back to work.
The ideas in this legislation are supported by the leading organizations of Republican mayors, supported by Mayor Gray, who’s here. The idea would be a big boost for construction and is therefore supported by America’s largest business organization and America’s largest labor organization the Chamber of Commerce and the AFL-CIO think this is a good idea to move forward on. And they don’t agree on a lot. And when 72 percent of the American people support the ideas in this bill 72 percent of Americans agree with this Republicans, Democrats and independents there’s no excuse for 100 percent of Washington Republicans to say no. That means that the Republicans in Washington are out of touch with Republican voters.
We’ve got to make this happen. Now, if you don’t want to take my word for it, take it from one of my predecessors. It’s one of the previous Presidents. He said that and I’m quoting here “the bridges and highways we fail to repair today will have to be rebuilt tomorrow at many times the cost.” He went on to say that “rebuilding our infrastructure is common sense” that’s a quote and “an investment in tomorrow that we must make today.” That President was Ronald Reagan. We just put up a statue of him at the airport.
Since when do we have Republicans voting against Ronald Reagan’s ideas? There’s no good reason to oppose this bill not one. And members of Congress who do, who vote no, are going to have to explain why to their constituencies.
The American people are with me with this. And it’s time for folks running around spending all their time talking about what’s wrong with America to spend some time rolling up their sleeves to help us make it right. There’s nothing wrong in this country that we can’t fix. There are no challenges that we can’t meet, especially when it comes to building things in America. It was in the middle of the Civil War that Lincoln built the Transcontinental Railroad. It was during the Great Depression that we built the Hoover Dam that brought electricity to rural America.
We have built things even in the toughest of times especially in the toughest of times because it helps us improve our economy. It gets us going. It taps into that can-do American spirit. It gives us pride about what we can accomplish. Now it’s our turn to forge the future.
Everybody here we are Americans. We’re not people who sit back and watch things happening. And if Congress tells you they don’t have time they’ve got time to do it. We’ve been in the House of Representatives, what have you guys been debating? John, you’ve been debating a commemorative coin for baseball? You had legislation reaffirming that “In God We Trust” is our motto? That’s not putting people back to work. I trust in God, but God wants to see us help ourselves by putting people back to work.
There’s work to be done. There are workers ready to do it. The American people are behind this. Democrats, Republicans, independents believe in this. These are ideas that have been supported by all those groups in the past. There’s no reason not to do it this time. I want you to make sure your voice is heard in the halls of Congress. I want us to put people back to work, get this economy growing again, and remind the entire world just why it is that America is the greatest country on Earth.

미국 국민에게 일자리를 돌려줍시다!
안녕하세요, 여러분. 정말 감사합니다. 자, 날씨가 정말 좋습니다. 이제 모두 자리에 앉아주시길 바랍니다. 건설 노동자 여러분을 이렇게 만나 뵙게 돼서 매우 기쁩니다.
모든 산업이 경기 침체로 타격을 받았지만 그중에서도 건설업은 가장 심각하게 타격을 받은 업종 중 하나입니다. 주택 거품이 꺼진 이후로 수백만명의 건설 노동자가 새로 일자리를 찾아야 했습니다. 그래서 오늘, 저는 이렇게나 많은 일이 쌓여 있는데도 불구하고 의원들이 해야 할 일을 하지 않는 것은 절대 용납할 수 없는 일이라는 점을 많은 건설 노동자 여러분과 함께 힘을 모아 전달하고자 합니다. 앞으로 해야 할 일 중 하나가 제 뒤에, 그것도 의회의사당에서 겨우 몇 마일 떨어져 있는 곳에 있습니다. 바로 키 브리지입니다. 키 브리지는 워싱턴 DC와 버지니아주를 잇는 다섯 개의 주요 다리 중 하나입니다. 워싱턴과 버지니아를 잇는 5개 다리 중 2개는 ‘구조적 결함’ 판정을 받았습니다. 최소한의 조건에서 운전하는 것은 가능하나 충분한 보수가 필요하단 사실의 순화된 표현이 바로 ‘구조적 결함’이라는 용어입니다.
키 브리지처럼 결함이 있는 도로와 다리가 미국 전역에 있습니다. 고속도로는 차량으로 꽉 막혀 있습니다. 미국의 철도는 더 이상 세계에서 가장 빠르지도 가장 효율적이지도 않습니다. 미국의 항공교통 정체는 세계에서 가장 심각합니다. 미국 기업과 미국 경제 전체가 이미 이에 대한 대가를 치르고 있기 때문에 우리는 이 문제를 해결해야 합니다.
예를 하나 들어 보도록 하겠습니다. 저는 지난달 신시내티주에 있는 다리를 방문했었는데 그 다리는 미국에서 트럭이 가장 많이 다니는 도로에 있습니다. 하루 15만 대 이상의 차량이 그 다리를 사용하고 있습니다. 하지만 그 다리는 너무 낡아서 기능적인 면에서 노후되었다는 판정을 받았습니다. 50년 전에 그 다리를 개방했을 때만 해도 괜찮았습니다. 하지만 지금은 지탱하도록 설계된 교통량의 두 배에 달하는 차량이 그 다리를 이용하고 있고 그로 인해 차량 행렬이 1마일씩 이어져 있습니다. 이는 유피에스(UPS)나 페덱스(FedEx) 같은 대형 운송회사로 하여금 운송 경로를 바꾸고 싶게끔 했지만 그럴 경우 먼길을 돌아가게 되어 비용이 더 드는 것으로 나타났습니다. 그래서 대형 운송회사의 트럭과 밴은 그 다리 위에서 꼼짝도 못한 채로 피 같은 돈과 시간을 낭비하고 있습니다.
중소기업의 경우도 별다른 선택권이 없습니다. 중소기업들도 노후된 교량을 건너가야 합니다. 켄터키주와 인디애나주를 잇는 다리가 안전상의 이유로 최근 폐쇄되었을 때 그 근처의 상점을 소유하고 있는 한 중소기업 소유주는 매출이 단 2주 만에 40%까지 떨어지는 것을 그저 지켜봐야 했습니다. 농민의 경우 시골에 있는 다리가 폐쇄되면 농산물을 한 부셸(bushel: 8갤런에 해당하는 양) 운반할 때마다 5센트씩 손해를 볼 수도 있습니다.
전체적으로 본다면 교통 인프라 노후화로 인해 미국 기업과 가정은 1년에 1300억 달러의 손해를 봅니다. 이는 미국의 기업에서 거둬들이는 세금입니다. 미국의 소비자에게서 거둬들이는 세금입니다. 이 돈은 여러분의 주머니에서 나가는 것입니다. 이러한 상황이 미국 경제 전반의 발목을 잡고 있습니다. 우리가 지금 행동하지 않는다면 2020년 말에는 노후화된 교통 인프라로 인해 미국은 수천억 달러의 돈과 수십만 개의 일자리를 잃게 될 수 있습니다. 즉 여러분께서는 이미 기준 미달의 교량에 대한 대가를 치르고 계십니다. 하지만 여러분께서는 노동자들이 낡은 도로를 다시 건설하도록 돈을 낼 수도 있고 만약 그렇게 한다면 여러분께서는 장기적으로 돈을 절약하게 됩니다. 저는 지금 미국 전 국민에게 말씀드립니다.
세계적 수준의 교통시스템 건설은 미국이 경제대국이 될 수 있었던 이유 중의 하나입니다. 미국과 비교해서 오늘날 유럽의 인프라 투자는 미국의 두 배가 넘습니다. 중국의 경우는 네 배가 넘습니다. 한번 생각해 보십시오. 전체 경제의 1퍼센티지로서 유럽은 도로, 다리, 공항, 항구에 두 배, 중국은 네 배를 투자하고 있습니다. 중국과 유럽이 세계 최고의 다리, 고속철도, 번쩍거리는 신(新)공항을 건설하고 있는데 어떻게 우리가 가만히 앉아서 구경만 하고 아무것도 안 하고 있을 수 있습니까? 지금 당장 미국 땅에 중국・유럽이 건설하고 있는 다리와 철도, 공항을 건설할 수 있는 미국 건설 노동자가 백만 명이나 실직한 상태인 바로 이 순간에 말입니다.
우리는 지금보다 더 잘할 수 있습니다. 우리는 더 현명하게 행동할 수 있습니다. 우리가 해야 할 일은 미 의원들이 시장, 주지사, 그리고 미국의 전 국민이 현재 느끼고 있는 국가적 위기감을 똑같이 느끼도록 만들면 됩니다. 그리고 국가적 위기감에 공감하는 의원 몇 분이 이 자리에 함께하고 있다는 말씀을 드리고 싶습니다. 미네소타주의 에이미 클로부처 의원도 그중 한 분입니다. 클로부처 의원은 미네소타주의 다리가 붕괴되는 것을 보셨습니다. 화이트하우스 로드 아일랜드주 상원의원께서도 위기감을 느끼고 있습니다. 라슨 코네티컷주 하원의원께서도 마찬가지입니다. 제가 알기로는 워싱턴 DC 시장님도 그러합니다. 하지만 우리는 미 의회 의원 모두가 국가적 위기감을 느끼도록 해야 합니다.
지난달, 미 상원 공화당 의원들은 키 브리지와 같은 노후 다리 보수 작업 등 수십만 개의 민간 건설 일자리를 창출하도록 되어 있는 일자리 창출법안을 저지시켰습니다. 하지만 일자리 창출법안은 적어도 과거에는 공화・민주 양당이 함께 찬성표를 던졌고, 지지했던 법안이었습니다. 미 국민의 과반수가 지지했던 법안이었습니다. 예산도 확보되어 있습니다. 하지만 공화당 상원의원들이 거부했습니다. 우리 미국의 경제 문제를 제대로 해결할 수 있는 유일한 방법은 의회가 과감한 조치를 취하는 것뿐입니다. 의원들은 예산을 쓸 생각을 하고 있지 않습니다. 의회의 과감한 조치만이 수십만 명의 미국인들에게 5년 후, 10년 후가 아니라 지금 당장 일자리를 제공할 수 있는 유일한 방법입니다. 금융 거품이 아니라 성실한 노력을 바탕으로, 미국 땅에서의 건설・생산을 바탕으로, 미국 경제를 재건할 수 있는 유일한 방법입니다. 이것이 바로 모든 미국인이 바라는 것입니다. 열심히 일하는 사람이라면 누구라도 앞서 나갈 수 있고, 중산층이 지난 10년간 서서히 잃어버렸던 안정감을 일부라도 되찾을 수 있는 경제 국가를 이루는 방법입니다.
바로 이것이 제가 상・하원 의원님들께 상식에 기반해 예산이 확보된 일자리 창출법안에 투표할 것을 계속해 촉구하는 이유입니다. 제가 의원들이 행동하기를 기다리는 동안 미국인들은 일자리를 찾기 위해 스스로 할 수 있는 일을 앞장서서 해야 합니다. 우리는 아무것도 하지 않고, 의원들이 행동하기만을 기다리며, 가만히 있지 않을 것입니다. 저는 미국 국민을 대표해서 제 힘이 닿는 한 모든 것을 할 것이라고 여러분께 말씀드렸습니다. 의회가 저와 함께하던 하지 않던 관계없이 노력할 것입니다.
우리는 의회가 맡은 바 소임을 다하기를 기다릴 수 없습니다. 의회가 행동하지 않는다면 제가 할 것입니다. 오늘 저는 이 자리에 함께하신 노동자 분들을 위해 수천 개의 신규 일자리를 창출할 새로운 프로젝트에 대한 경쟁적 보조금 및 대출을 신속히 처리할 것이라고 발표하는 것입니다. 이미 예산이 확보된 경우라면 빨리 집행되기를 바랍니다. 이는 관료주의 타파와 기존 프로젝트의 보다 신속하고 효율적인 실시를 위한 우리의 최근 노력을 뒷받침하는 것입니다. 건설 노동자들을 보십시오. 그분들은 일을 하고 싶어 하십니다. 우리는 의회가 맡은 바 소임을 다하기를 원합니다.
좋은 소식도 있습니다. 의회에 또 다른 기회가 주어졌습니다. 의회는 이미 이 사안에 대해 한 번 반대표를 던졌습니다. 하지만 기회가 다시 한 번 주어졌습니다. 이번 주, 민간부문 기업이 수십만 명의 건설 노동자에게 도로와 공항, 다리, 수송시스템 재건 일자리를 제공할 수 있는 일자리 창출법안에 대해 찬성표를 던질 또 한 번의 기회를 의회는 얻었습니다.
그런데 이 법안은 우리의 프로젝트 개혁을 가동시킬 중요한 법안입니다. 선심성 지역예산이 포함되어 있지 않습니다. ‘갈 곳 없는 다리(bridge to nowhere)’도 건설하지 않습니다. 우리는 정치적 이득을 바탕으로 한 프로젝트 선정을 중단하고 다음 두 가지 기준으로 프로젝트를 채택할 것입니다. 프로젝트가 얼마나 절실히 필요한가, 미국 경제에 얼마나 많은 이득을 가져다줄 것인가가 그 두 가지 기준입니다. 인프라는 당파적 문제가 되어서는 안 되기 때문에 텍사스주의 공화당 의원과 매사추세츠주의 민주당 의원이 힘을 합쳐 훌륭한 일을 하셨고 바로 거기서 이와 같은 기준이, 이와 같은 기준이 탄생한 것입니다. 레이 라후드 교통부 장관이 이 자리에 계신데 페오리아(Peoria) 출신으로 훌륭한 분이고 페오리아의 자랑이기도 합니다. 라후드 장관은 의회 의원으로서 공화당원으로 오랫동안 활동하며 현재 저의 주요 각료입니다. 라후드 장관께서는 이 문제의 해결이 얼마나 절실히 필요한가를 알고 있습니다. 이 자리에 계신 다른 의원 분들도 이 문제가 본인들의 지역구에 중요하다는 것을 잘 알고 있습니다. 저는 베너 하원의장님이 다리 네 개 중 한 개가 기준 미달로 분류되는 지역구의 대표이길 원한다고 생각하지 않습니다. 저는 하원의장께서는 하원의장께서 대표하는 지역구의 다리와 도로가 기준을 충족하길 원한다고 확신합니다.
제가 좀 전에 말씀드린 켄터키주의 폐쇄된 다리를 방문했을 당시, 하원의장님께서는 “워싱턴에서 도로와 다리는 당파적이지 않다”라고 인정하셨습니다. 하원의장님께서 하신 말씀을 그대로 인용한 것입니다. 폴 라이언 하원위원회 의장님은 최근에 다음과 같이 말씀하셨습니다. “인프라가 일자리를 창출한다는 사실을 부인할 수 없습니다. 자, 그렇다면 하원의장님과 공화당 원내대표님을 비롯해서 모든 민주당 의원께서 다 중요한 일이라고 말씀하시는데도 왜 우리는 하고 있지 않은 것입니까? 무엇이 우리를 막고 있는 것입니까? 다 함께 나서서 미국 국민에게 일자리를 돌려줍시다!

Hello, everybody. All right. Thank you so much, everybody. Please, have a seat on this beautiful day. It is good to see all these construction workers out.Of all the industries hammered by the economic downturn, construction has been among the hardest hit. Since the housing bubble burst, millions of construction workers have had to look for a job. So today, I’m joining many of these workers to say that it makes absolutely no sense when there’s so much work to be done that they’re not doing the work. Not when there are so many roads and bridges and runways waiting to be repaired and waiting to be rebuilt.
One of these potential projects is behind me, just a few miles from the Capitol Building. It’s the Key Bridge, one of the five major bridges that connect the Commonwealth of Virginia to Washington, D.C. Two of these five bridges are rated “structurally deficient,” which is a fancy way of saying that you can drive on them but they need repair. Nearly 120,000 vehicles cross these two bridges every single day, carrying hundreds of thousands of commuters and families and children.
They are deficient roads, and there are deficient bridges like this all across the country. Our highways are clogged with traffic. Our railroads are no longer the fastest and most efficient in the world. Our air traffic congestion is the worst in the world. And we’ve got to do something about this, because our businesses and our entire economy are already paying for it.
Give you an example. Last month, I visited a bridge in Cincinnati on one of the busiest trucking routes in America. More than 150,000 vehicles cross it every single day. But it is so outdated that it’s been labeled functionally obsolete. It worked fine when it opened 50 years ago. But today, it handles twice the traffic it was designed for, and it causes mile-long backups. That means that big shipping companies like UPS or FedEx are tempted to change routes, but it turns out that would cost them even more to take the long way. So their trucks, their vans, are just sitting there, bleeding money, bleeding time.
Smaller businesses, they don’t have a choice. They have to go across these bridges. When a major bridge that connects Kentucky and Indiana was recently closed for safety reasons, one small business owner whose shop is nearby watched his sales fall 40 percent in just two weeks. Farmers, they can lose five cents a bushel when a rural bridge closes.
So all told, our aging transportation infrastructure costs American businesses and families about $130 billion a year. That’s a tax on our businesses; that’s a tax on our consumers. It is coming out of your pocket. It’s a drag on our overall economy. And if we don’t act now, it could cost America hundreds of billions of dollars and hundreds of thousands of jobs by the end of the decade.
So you’re paying already for these substandard bridges. You’re paying for these substandard roads. You could be paying to make sure that workers were rebuilding these roads and you would save money in the long term if you did. I’m speaking to all the American people right now.
Building a world-class transportation system is one of the reasons that America became an economic superpower in the first place. Today, as a share of our economy, Europe invests more than twice what we do in infrastructure; China, more than four times as much.
Think about that. Europe invests, as a percentage of its overall economy, twice as much in roads and bridges and airports and ports; China, four times as much. How do we sit back and watch China and Europe build the best bridges and high-speed railroads and gleaming new airports, and we’re doing nothing? At a time when we’ve got more than a million unemployed construction workers who could build them right here in America right now?
We’re better than that. We are smarter than that. We’ve just got to get folks in Congress to share the same sense of national urgency that mayors and governors and the American people do all across the country. I’ve got to say, we’ve got some members of Congress here who get it.
Amy Klobuchar, from Minnesota, she gets it. She’s seen a bridge fall apart in her state. Senator Whitehouse from Rhode Island, he gets it. Congressman Larson from Connecticut gets it. I know the mayor of Washington, D.C., gets it. But we’ve got to have everybody on Capitol Hill get it.
Last month, Republicans in the Senate blocked a jobs bill that would have meant hundreds of thousands of private sector construction jobs repairing bridges like this one. It was the kind of idea that, in the past at least, both parties have voted for, both parties have supported. It was supported by the overwhelming majority of the American people. It was paid for. And yet, they said no.
The truth is, the only way we can attack our economic challenges on the scale that’s needed is with bold action by Congress. They hold the purse strings. It’s the only way we’re going to put hundreds of thousands of people back to work right now not five years from now, not 10 years from now, but right now. It’s the only way that we’re going to rebuild an economy that’s not based on financial bubbles, but on hard work - on building and making things right here in the United States of America.
That’s the deal that every American is looking for that we have an economy where everybody who works hard has the chance to get ahead; where the middle class regains some sense of security that has been slipping away for over a decade now.
So that’s why I’m going to keep on pushing these senators and some members of the House of Representatives to vote on common-sense, paid-for jobs proposals. In the meantime, while I’m waiting for them to act, we’re going to go ahead and do what we can do to help the American people find jobs.
We’re not going to wait for them and do nothing. I’ve said that I’ll do everything in my power to act on behalf of the American people with or without Congress.
We can’t wait for Congress to do its job. If they won’t act, I will. And that’s why today, I’m announcing that we are actually going to expedite loans and competitive grants for new projects all across the country that will create thousands of new jobs for workers like these.
If there’s money already in the pipeline, we want to get it out faster. And this comes on the heels of our recent efforts to cut red tape and launch several existing projects faster and more efficiently. See, construction workers, they want to do their jobs. We need Congress to do theirs.
But here’s the good news: Congress has another chance. They already voted once against this thing; they’ve got another chance. This week, they’ve got another chance to vote for a jobs bill that will help private sector companies put hundreds of thousands of construction workers back on the job rebuilding our roads, our airports, our bridges and our transit systems.
And this bill, by the way, is one that will begin to reform the way we do projects like this. No more earmarks. No more bridges to nowhere. We’re going to stop the picking of projects based on political gain, and start picking them based on two criteria: how badly they’re needed out there, and how much good they’ll do for our economy. And by the way, that’s an idea that’s an idea that came from the good work of a Texas Republican and a Massachusetts Democrat, because infrastructure shouldn’t be a partisan issue.
My Secretary of Transportation, who is here, Ray LaHood, a great man from Peoria he’s the pride of Peoria he spent a long time in Congress. He’s a Republican, member of my Cabinet. He knows how badly we need to act on this issue. The other members of Congress here, they understand that this is important to their states. I can’t imagine that Speaker Boehner wants to represent a state where nearly one in four bridges is classified as substandard. I’m sure that the Speaker of the House would want to have bridges and roads in his state that are up to par.
When the Senate Republican Leader Mitch McConnell visited that closed bridge in Kentucky that I was talking about, he admitted, look, “roads and bridges are not partisan in Washington.” That’s a quote from him. Paul Ryan, the Republican in charge of the budget process, recently said, “You can’t deny that infrastructure does create jobs.” Okay, so if the Speaker of the House, the Republican Leader in the Senate, all the Democrats all say that this is important to do, why aren’t we doing it? What’s holding us back? Let’s get moving and put America back to work.
The ideas in this legislation are supported by the leading organizations of Republican mayors, supported by Mayor Gray, who’s here. The idea would be a big boost for construction and is therefore supported by America’s largest business organization and America’s largest labor organization the Chamber of Commerce and the AFL-CIO think this is a good idea to move forward on. And they don’t agree on a lot. And when 72 percent of the American people support the ideas in this bill 72 percent of Americans agree with this Republicans, Democrats and independents there’s no excuse for 100 percent of Washington Republicans to say no. That means that the Republicans in Washington are out of touch with Republican voters.
We’ve got to make this happen. Now, if you don’t want to take my word for it, take it from one of my predecessors. It’s one of the previous Presidents. He said that and I’m quoting here “the bridges and highways we fail to repair today will have to be rebuilt tomorrow at many times the cost.” He went on to say that “rebuilding our infrastructure is common sense” that’s a quote and “an investment in tomorrow that we must make today.” That President was Ronald Reagan. We just put up a statue of him at the airport.
Since when do we have Republicans voting against Ronald Reagan’s ideas? There’s no good reason to oppose this bill not one. And members of Congress who do, who vote no, are going to have to explain why to their constituencies.
The American people are with me with this. And it’s time for folks running around spending all their time talking about what’s wrong with America to spend some time rolling up their sleeves to help us make it right. There’s nothing wrong in this country that we can’t fix. There are no challenges that we can’t meet, especially when it comes to building things in America. It was in the middle of the Civil War that Lincoln built the Transcontinental Railroad. It was during the Great Depression that we built the Hoover Dam that brought electricity to rural America.
We have built things even in the toughest of times especially in the toughest of times because it helps us improve our economy. It gets us going. It taps into that can-do American spirit. It gives us pride about what we can accomplish. Now it’s our turn to forge the future.
Everybody here we are Americans. We’re not people who sit back and watch things happening. And if Congress tells you they don’t have time they’ve got time to do it. We’ve been in the House of Representatives, what have you guys been debating? John, you’ve been debating a commemorative coin for baseball? You had legislation reaffirming that “In God We Trust” is our motto? That’s not putting people back to work. I trust in God, but God wants to see us help ourselves by putting people back to work.
There’s work to be done. There are workers ready to do it. The American people are behind this. Democrats, Republicans, independents believe in this. These are ideas that have been supported by all those groups in the past. There’s no reason not to do it this time. I want you to make sure your voice is heard in the halls of Congress. I want us to put people back to work, get this economy growing again, and remind the entire world just why it is that America is the greatest country on Earth.

모든 산업이 경기 침체로 타격을 받았지만 그중에서도 건설업은 가장 심각하게 타격을 받은 업종 중 하나입니다. 주택 거품이 꺼진 이후로 수백만명의 건설 노동자가 새로 일자리를 찾아야 했습니다. 그래서 오늘, 저는 이렇게나 많은 일이 쌓여 있는데도 불구하고 의원들이 해야 할 일을 하지 않는 것은 절대 용납할 수 없는 일이라는 점을 많은 건설 노동자 여러분과 함께 힘을 모아 전달하고자 합니다. 앞으로 해야 할 일 중 하나가 제 뒤에, 그것도 의회의사당에서 겨우 몇 마일 떨어져 있는 곳에 있습니다. 바로 키 브리지입니다. 키 브리지는 워싱턴 DC와 버지니아주를 잇는 다섯 개의 주요 다리 중 하나입니다. 워싱턴과 버지니아를 잇는 5개 다리 중 2개는 ‘구조적 결함’ 판정을 받았습니다. 최소한의 조건에서 운전하는 것은 가능하나 충분한 보수가 필요하단 사실의 순화된 표현이 바로 ‘구조적 결함’이라는 용어입니다.
키 브리지처럼 결함이 있는 도로와 다리가 미국 전역에 있습니다. 고속도로는 차량으로 꽉 막혀 있습니다. 미국의 철도는 더 이상 세계에서 가장 빠르지도 가장 효율적이지도 않습니다. 미국의 항공교통 정체는 세계에서 가장 심각합니다. 미국 기업과 미국 경제 전체가 이미 이에 대한 대가를 치르고 있기 때문에 우리는 이 문제를 해결해야 합니다.

세계적 수준의 교통시스템 건설은 미국이 경제대국이 될 수 있었던 이유 중의 하나입니다. 미국과 비교해서 오늘날 유럽의 인프라 투자는 미국의 두 배가 넘습니다. 중국의 경우는 네 배가 넘습니다. 한번 생각해 보십시오. 전체 경제의 1퍼센티지로서 유럽은 도로, 다리, 공항, 항구에 두 배, 중국은 네 배를 투자하고 있습니다. 중국과 유럽이 세계 최고의 다리, 고속철도, 번쩍거리는 신(新)공항을 건설하고 있는데 어떻게 우리가 가만히 앉아서 구경만 하고 아무것도 안 하고 있을 수 있습니까? 지금 당장 미국 땅에 중국・유럽이 건설하고 있는 다리와 철도, 공항을 건설할 수 있는 미국 건설 노동자가 백만 명이나 실직한 상태인 바로 이 순간에 말입니다.
우리는 지금보다 더 잘할 수 있습니다. 우리는 더 현명하게 행동할 수 있습니다. 우리가 해야 할 일은 미 의원들이 시장, 주지사, 그리고 미국의 전 국민이 현재 느끼고 있는 국가적 위기감을 똑같이 느끼도록 만들면 됩니다. 그리고 국가적 위기감에 공감하는 의원 몇 분이 이 자리에 함께하고 있다는 말씀을 드리고 싶습니다. 미네소타주의 에이미 클로부처 의원도 그중 한 분입니다. 클로부처 의원은 미네소타주의 다리가 붕괴되는 것을 보셨습니다. 화이트하우스 로드 아일랜드주 상원의원께서도 위기감을 느끼고 있습니다. 라슨 코네티컷주 하원의원께서도 마찬가지입니다. 제가 알기로는 워싱턴 DC 시장님도 그러합니다. 하지만 우리는 미 의회 의원 모두가 국가적 위기감을 느끼도록 해야 합니다.
지난달, 미 상원 공화당 의원들은 키 브리지와 같은 노후 다리 보수 작업 등 수십만 개의 민간 건설 일자리를 창출하도록 되어 있는 일자리 창출법안을 저지시켰습니다. 하지만 일자리 창출법안은 적어도 과거에는 공화・민주 양당이 함께 찬성표를 던졌고, 지지했던 법안이었습니다. 미 국민의 과반수가 지지했던 법안이었습니다. 예산도 확보되어 있습니다. 하지만 공화당 상원의원들이 거부했습니다. 우리 미국의 경제 문제를 제대로 해결할 수 있는 유일한 방법은 의회가 과감한 조치를 취하는 것뿐입니다. 의원들은 예산을 쓸 생각을 하고 있지 않습니다. 의회의 과감한 조치만이 수십만 명의 미국인들에게 5년 후, 10년 후가 아니라 지금 당장 일자리를 제공할 수 있는 유일한 방법입니다. 금융 거품이 아니라 성실한 노력을 바탕으로, 미국 땅에서의 건설・생산을 바탕으로, 미국 경제를 재건할 수 있는 유일한 방법입니다. 이것이 바로 모든 미국인이 바라는 것입니다. 열심히 일하는 사람이라면 누구라도 앞서 나갈 수 있고, 중산층이 지난 10년간 서서히 잃어버렸던 안정감을 일부라도 되찾을 수 있는 경제 국가를 이루는 방법입니다.
바로 이것이 제가 상・하원 의원님들께 상식에 기반해 예산이 확보된 일자리 창출법안에 투표할 것을 계속해 촉구하는 이유입니다. 제가 의원들이 행동하기를 기다리는 동안 미국인들은 일자리를 찾기 위해 스스로 할 수 있는 일을 앞장서서 해야 합니다. 우리는 아무것도 하지 않고, 의원들이 행동하기만을 기다리며, 가만히 있지 않을 것입니다. 저는 미국 국민을 대표해서 제 힘이 닿는 한 모든 것을 할 것이라고 여러분께 말씀드렸습니다. 의회가 저와 함께하던 하지 않던 관계없이 노력할 것입니다.
우리는 의회가 맡은 바 소임을 다하기를 기다릴 수 없습니다. 의회가 행동하지 않는다면 제가 할 것입니다. 오늘 저는 이 자리에 함께하신 노동자 분들을 위해 수천 개의 신규 일자리를 창출할 새로운 프로젝트에 대한 경쟁적 보조금 및 대출을 신속히 처리할 것이라고 발표하는 것입니다. 이미 예산이 확보된 경우라면 빨리 집행되기를 바랍니다. 이는 관료주의 타파와 기존 프로젝트의 보다 신속하고 효율적인 실시를 위한 우리의 최근 노력을 뒷받침하는 것입니다. 건설 노동자들을 보십시오. 그분들은 일을 하고 싶어 하십니다. 우리는 의회가 맡은 바 소임을 다하기를 원합니다.
좋은 소식도 있습니다. 의회에 또 다른 기회가 주어졌습니다. 의회는 이미 이 사안에 대해 한 번 반대표를 던졌습니다. 하지만 기회가 다시 한 번 주어졌습니다. 이번 주, 민간부문 기업이 수십만 명의 건설 노동자에게 도로와 공항, 다리, 수송시스템 재건 일자리를 제공할 수 있는 일자리 창출법안에 대해 찬성표를 던질 또 한 번의 기회를 의회는 얻었습니다.
그런데 이 법안은 우리의 프로젝트 개혁을 가동시킬 중요한 법안입니다. 선심성 지역예산이 포함되어 있지 않습니다. ‘갈 곳 없는 다리(bridge to nowhere)’도 건설하지 않습니다. 우리는 정치적 이득을 바탕으로 한 프로젝트 선정을 중단하고 다음 두 가지 기준으로 프로젝트를 채택할 것입니다. 프로젝트가 얼마나 절실히 필요한가, 미국 경제에 얼마나 많은 이득을 가져다줄 것인가가 그 두 가지 기준입니다. 인프라는 당파적 문제가 되어서는 안 되기 때문에 텍사스주의 공화당 의원과 매사추세츠주의 민주당 의원이 힘을 합쳐 훌륭한 일을 하셨고 바로 거기서 이와 같은 기준이, 이와 같은 기준이 탄생한 것입니다. 레이 라후드 교통부 장관이 이 자리에 계신데 페오리아(Peoria) 출신으로 훌륭한 분이고 페오리아의 자랑이기도 합니다. 라후드 장관은 의회 의원으로서 공화당원으로 오랫동안 활동하며 현재 저의 주요 각료입니다. 라후드 장관께서는 이 문제의 해결이 얼마나 절실히 필요한가를 알고 있습니다. 이 자리에 계신 다른 의원 분들도 이 문제가 본인들의 지역구에 중요하다는 것을 잘 알고 있습니다. 저는 베너 하원의장님이 다리 네 개 중 한 개가 기준 미달로 분류되는 지역구의 대표이길 원한다고 생각하지 않습니다. 저는 하원의장께서는 하원의장께서 대표하는 지역구의 다리와 도로가 기준을 충족하길 원한다고 확신합니다.
제가 좀 전에 말씀드린 켄터키주의 폐쇄된 다리를 방문했을 당시, 하원의장님께서는 “워싱턴에서 도로와 다리는 당파적이지 않다”라고 인정하셨습니다. 하원의장님께서 하신 말씀을 그대로 인용한 것입니다. 폴 라이언 하원위원회 의장님은 최근에 다음과 같이 말씀하셨습니다. “인프라가 일자리를 창출한다는 사실을 부인할 수 없습니다. 자, 그렇다면 하원의장님과 공화당 원내대표님을 비롯해서 모든 민주당 의원께서 다 중요한 일이라고 말씀하시는데도 왜 우리는 하고 있지 않은 것입니까? 무엇이 우리를 막고 있는 것입니까? 다 함께 나서서 미국 국민에게 일자리를 돌려줍시다!
일자리 창출법안의 아이디어는 공화당 시장들의 주요 모임으로부터 지지를 받고 있고 이 자리에 계신 그레이 시장의 지지도 받고 있습니다. 이 아이디어는 건설에 큰 활력을 불어넣을 것이고 그렇기 때문에 미 최대 기업 조직인 상공회의소와 미 최대 노동조합 조직인 산업노조총연맹(AFL-CIO) 지지를 받고 있는 것이며, 또한 이 두 조직이 추진할 좋은 아이디어라고 생각하고 있는 것입니다. 아시다시피 상공회의소와 산업노조총연맹이 동의하는 것이 별로 없습니다. 그리고 미국 국민의 72%가 일자리 창출법안의 아이디어를 지지하고 있는 이 상황에서, 공화당, 민주당, 무소속 할 것 없이 미국 국민의 72%가 동의하는 이 상황에서 공화당 의원 100%가 일자리 창출법안에 반대표를 던질 만한 이유가 없습니다. 반대한다는 이야기는 공화당 의원이 공화당 유권자와 소통하고 있지 못하다는 뜻입니다.
반드시 이루어내야 합니다. 만약 여러분께서 제 말을 못 받아들이겠다면 저의 선임자 중 한 분의 말씀을 새겨주십시오. 전 대통령 중 한 분이십니다. 저는 여기서 그분 말씀을 인용하겠습니다. 그분께서는 다음과 같이 말씀하셨습니다. “오늘 우리가 보수하지 못한 다리와 고속도로는 내일 몇 배의 비용을 치르고 재건해야 한다.” 그리고 그분께서 덧붙이시길, “인프라 재건은 상식이다” 이 부분 역시 인용한 것입니다. “인프라는 오늘 우리가 반드시 해야 하는 내일에 대한 투자이다.” 이 말씀을 하신 분은 로널드 레이건 전 대통령이십니다. 공항에 그분 동상이 세워져 있습니다.
언제부터 공화당원들이 로널드 레이건 전 대통령의 아이디어에 반대표를 던졌습니까? 일자리 창출법안을 반대할 만한 그럴듯한 이유가 없습니다. 하나도 없습니다. 반대하는, 반대표를 던지는 의회 의원들께서는 선거구민에게 그 이유를 설명해야 할 것입니다.
미국 국민들은 이 부분에 관해 저와 같은 생각을 하고 계십니다. 이제는 미국의 잘못된 점에 공감하는 모든 미국 국민이 서로의 마음과 힘을 합쳐 상황을 바로잡는 우리의 일에 조력해야 할 때입니다. 우리가 바로잡지 못할 잘못된 일이란 이 땅에 없습니다. 특히 미국 땅에 무엇인가를 건설하는 것과 관련해서 우리가 극복하지 못할 도전 과제란 없습니다. 링컨이 대륙횡단철도를 건설했던 것이 남북전쟁이 한창이었을 때였습니다. 미국 경제대공황 동안 미국 시골 지역에 전력을 공급하기 위해 후버 댐을 건설했습니다.

여기 모이신 여러분 모두가, 우리 모두 미국 국민입니다. 미국 국민은 가만히 뒷짐지고 앉아서 상황을 지켜만 보고 있는 그런 국민이 아닙니다. 그리고 만약 의회 의원들이 시간이 없다고 말한다면, 그러나 의원들은 시간이 있습니다. 하원에서 당신들은 도대체 무엇에 대해 논의하고 있었단 말입니까? 존 의원님, 야구 기념주화에 대해서 얘기하고 계셨던 겁니까? ‘우리는 하나님을 신뢰한다’(In God We Trust)를 모토로 국가의 미래를 재확인하는 법안이었습니까? 그 법안이 미국 국민들에게 일자리를 되찾아주지 않습니다. 저는 하나님을 신뢰합니다만 하나님은 우리가 국민들에게 일자리를 되찾아줌으로써 우리가 우리 스스로를 돕는 것을 보고 싶어 하십니다. 해야 할 일이 있습니다. 노동자들은 그 일을 할 준비가 되어 있습니다. 미국 국민들이 이를 지지하고 있습니다. 민주당원, 공화당원, 무소속 모두가 이를 믿고 있습니다. 과거 모든 단체가 지지한 아이디어들입니다. 이번에도 이 아이디어들을 실행하지 않을 이유가 없습니다. 저는 의회의사당 곳곳에 여러분의 목소리가 울려 퍼지기를 바랍니다. 저는 우리 모두가 미국 국민이 다시 일을 할 수 있도록, 미국 경제가 다시 성장하도록, 그리고 전 세계가 왜 미국이 세상에서 가장 위대한 국가인지를 상기하기를 바랍니다.
